Bertelsmann Foundation rates progress

Democracy and market economy continue to progress worldwide. However, progress is slower than in the 1990s. International development policy should focus more closely on good performers – countries whose governments are willing and able to promote reforms towards greater free-enterprise democracy. This is the approach promoted by the Bertelsmann Foundation, which recently published the results of its annual “transformation index”. According to the Foundation, 18 developing and transition countries have increased their level of democracy considerably since the index was first published. Among these good performers are Turkey, Slovenia, Croatia, and even Sierra Leone, which moved from 105th to 70th place. (ell)
