Globalisation restricts the scope of industrialised countries in forming their bilateral development cooperation. At the same time, global external effects demand multilateral approaches and solutions. And for developing countries, access to the markets of the industrialised countries is more important than transfer payments. These are the three arguments that run throughout the anthology edited by Mummert and Sell. The authors of the 32 contributions conclude that globalisation changes not only the character of development policies, but also at times the content. The challenge developing countries face is to simultaneously and successfully determine the content of development policies, pursue free access to the markets of industrialised countries and fair terms of trade on the international market.
